Only 1,900 women in France wear teh full body covering, So why are over half of the respondents in recent public opinion polls in favor of a ban on it?
The true answer is not the women's righ. but about sending a message to Muslims who openly practicing their way of life while enjoying the privileges of life in the West, French citizens and politicians feel that they need to restore "Frenchness" to their streets. They refer most of the Arab countries, the way they restricts Christianity and their pracice in their country. It is hard to find Church in Saudi arabia or Western dress code for women there.
The French parliment commissions decision to recommend a parctial ban on burgas. It would ban burgas in hospitals, schools, offices and on public transport same like the Indian govt ban smoking but the motive is same.
If there is any security threat, it should be permissible to require burqa clad women to be screened by officers. Similarly, banning burqas from some govt jobs would also be acceptable. If the purpose of the ban is women's empowerment, the ban would be counterproductive. The law will only expose the Muslim community to scorn and heighten the serious ethnic and religious differences in Franch society. They sould learn from India after a group of religious fundamentalist destroyed the mosque and the daily problems the govt and public faceing every day life.

The immigration spokesman for Denmark's Conservative Party is calling for a ban on the wearing of burqas in public. He says the garment was introduced by the Taliban and is "not Islamic at all."
Denmark's Conservative Party said this week it wants to introduce a ban on Muslim burqa or niqab dress codes which require women to completely cover their faces in public."We don't want to see burqas in Denmark. We simply can't accept that some of our citizens walk around with their faces covered," Naser Khader, a Danish member of parliament of Syrian-Palestinian extraction who was recently appointed spokesman for integration issues for the Conservative Party, told the newspaper Jyllands-Posten.

The Indian High Administrative Court recently overturned a ban on female students wearing the niqab (a full face veil) at university examinations. The court held that "a girl's right to dress the way she sees fit in accordance with her beliefs and her social environment is a firm right tht connot be violated"
Security: The court did carve out a security exception, saying that a student wering the niqab must show her face when asked for security reasons. Similarly, many Islamic stats require women to unveil for photo indentity cards, professional exams and certain medical procedures. Those who is going for Haj has to take photos for visa all over the world with out face covered.

The word 'burqa' was in use in Arabia befor the advent of Islam in the first quarter of the seventh century.
History shows the present veil or burqa first came into vogue in Persia. When Islam entered Persia, a complete civilisation was already in existance there. Many things wre introduced into Islamic culture from the Persian culture. For instance, the word Khuda instead of Allah, the word Namaz instead of Salat. Similarly under the influence of Iranian culture brqa was adopted by Muslims. Gradually it was Islamised and became a part of MJuslim culture.

  Hijab

The word Hijab is not used in the Quran in this sense. Hijab means curtain. In Quran this word is used in seven places, but not in the sense that is prevalent among the Muslims to day.

PURDAH:In Quran this word is menstioned at two places. Quran-jilbab(33.59) and Khimar(24:31). But again these words are not used in their present connotation. This means Chaadar or duppatta, that covers the body or a woman and not her face.

Body Cover : Ref Chapter 24, verse 31, Tafsir Usmani. Covering Wajh, Kaffain and Qadmain (Aab Scholer) means Face, Hands and feet are exempted from covering. The women required to cover their body with clothing which is not right fitting and not meant to attract others.
 
Islam Vs Muslims: In the book 'The Veil of a Muslim Woman', Mr. Sheikh Mohammed menstioned that the woman has to cover her body except face and the hands. Islam focus on spirit rather than on form. During the Prophets' time Muslim women were active in different fields, such as agriculture and social work. Now in India the Muslim ladies are not encouraged to do so by their narrow minded husbands due to complex and inability.

EQUALITY: In Quran(3:195) " You are members one of another" This means that men and women are differemd genter. The Prophet of Islam said "Men and Women are two equal halves of a single unit". This is the best expression of genter equality. But most of the people does not accept.

Islam is a name of an ideology while Muslims are a community which has its own culture. Each community in the world has their own diffent style and it should not be forced to one another by giving wrong meaning.

New Delhi: The Karnataka college that disallows its students from wearing either burqas or headscarves has found unexpected support amongst a section of Islamic scholars who say rules should be followed because Islam is not particular about imposing any dress code. "Burqa is not a part of Islam. It is a part of culture, the culture that the people of the subcontinent have been following since ages. Nobody can enforce a dress code in the name of Islam. It is categorically un-Islamic," renowned Islamic scholar Maulana Wahiduddin Khan told IANS.

His comments came a day after Mangalore's Sri Venkataramana Swamy College disallowed 19-year-old Ayesha Ashmin to attend classes for 12 days because she insisted on wearing a headscarf. The B.Com first year student alleged she was being persecuted for her religious beliefs as she was wearing a headscarf. "Man or woman, anyone can wear anything they feel is decent. What matters is your truthfulness and honesty in character," said the author of "Discovering Islam From Its Original Sources" that draws a distinction between Islam as presented by Prophet Muhammad and modern day Islam
Fareeda Khan, who is also an Islamic scholar and teaches in the capital's Jamia Millia University, echoed the views.
"The burqa has become the symbol of rigidity and has nothing to do with Islam. You should accept that the burqa, a part of subcontinental culture, has been misused for suicide bombings. Why not avoid the burqa? Burqa is not part of any Islamic dress code," she said.

  North Indian Voters ID in India:

A number of Muslim groups on Saturday backed the Supreme Court’s rejection of the argument that women cannot be asked to lift face-covering veils for voter ID photographs, and said Islamic law gives permission for them to be clicked under special needs.

“I am totally with the Supreme Court order. When we have no objection to photos for passport for going to Haj, why should we object to the same for this. This should not be made an emotional issue,” Delhi Minority Commission Chairman and All India Muslim Personal Law Board member Kamal Faruqui said.

When it was pointed out that some Muslim clerics are opposing the observation, Mr. Faruqui said he will convince the community about the need for photo voter IDs adding, “I am sure they will understand the importance of having them.”

“There is nothing wrong in what the SC said. Shariyat, though, makes purdah essential for Muslim women, it permits showing their face if there is any need or compulsion. If a woman is seriously ill, she can not observe purdah from her doctor. Getting photographed for election I-card or any such necessary documents is permitted,” he said.

Citing the case of Haj, Firangimahali said in Lucknow that women do get themselves clicked for their passports and getting photographed for ensuring that they get their right to vote also falls in the same category of special circumstances.

The a Bench comprising Chief Justice K G Balakrishnan and Justice Deepak Verma asked whether a  would like to contest election with her face covered, adding that burqa-clad women should avoid voting if being photographs creates such a problem.

"What if you want to contest an election?. If you have such strong religious sentiments, and do not want to be seen by members of public, then do not go to vote. You cannot go with burqa to vote. It will create complications in identification of voters,"

வாக்காளர் பட்டியலிலோ, அடையாள அட்டையிலோ தங்கள் புகைப்படம் இருப்பது மத சம்பிரதாயத்தை மீறயது என அந்த பெண்கள் கருதினால், ஓட்டு போடலாமா வேண்டாமா என்பது குறித்து அவர்களே முடிவு செய்து கொள்ளலாம். 

அந்தளவுக்கு அவர்கள் மத உணர்வோடு இருக்கிற பட்சத்தில், ஓட்டு போட வேண்டாம்' என நீதிபதிகள் தங்களது தீர்ப்பில் குறிப்பிட்டனர்.

The scriptures, the Quran and the Hadit, do not mention the burga, which existed in Arabia before Islam's advent. It is cultural influence when Islam entered Persia, not a religious requirement. Islam talks of being kind, compassionate, fair and honest. If you are mean but wear burqa, you are still not a good Muslim. Khan stats "Uneducated sections, there is enforcement of burqa. Women in Dasgupta's circle have chosen to wear the veil.
  Culture
Culture is process to live in group. Each society has norms to follow by individuals in order to retain society strong and intact.
Culture is a process for identity of living creatures and cultural evolution raises the identity of society, benefit goes to its individuals.
Culture developed by beliefs, faith, practices, customs, way to live, art, intelligence, language, food habits, and economy etc; Cultural growth gave identity to the societies that named,  Christian or Muslim or Hindu or Jewish or Buddhist etc; have different cultures. So when we come across art, customs etc; we identify what is their culture or which religion they belong. Cultural growth is community growth.
But, in fact, it is the behavior of the individuals (of course, collective) that brings a bigger change in the organization than the organization does in the individual.
That is how any culture undergoes a process of change, which is a perpetual as well as a perennial phenomenon.
  Ethnic Culture Versus Islam in Malaysia
Islam is a religion. But, to many Malays, Islam is a culture. It is a practice handed down by their fathers, and their father's father before that. It is something they do out of habit rather than out of the education they have received. That is why the converts or the "Born Again Muslims", if I may be permitted to use this phrase, make better Muslims.
The majority of Malay Muslims confuse between what is religion and what is culture. They take both as one and the same and, on many an occasion, practice religion as if it was part of the Malay culture, or adopt some of the old cultures thinking they are doing an Islamic thing.
For example, they would spend hours dressing up a bride for a wedding ceremony. Never mind that the bride has to miss her Maghrib prayers because of this. Allowing her to do her Maghrib prayers would mean the preparations would be interrupted or delayed, not to mention her hair, which had been carefully set at great expense of time and money, would get all messed up.
The Malay Sultans of early Melaka had Sanskrit names, proof of the Hindu influence. They became Muslims not through the influence of the Arabs, but through the influence of the Indian merchants who came to Melaka to trade.
That is why our brand of Islam is the same as in India and we find some differences when comparing our practices to that of the Middle Eastern Muslims.
